HB 2021 Relating to the board of navigation and canal commissioners of the Matagorda County Navigation District No.1.

Port of Palacios - Increases the number of Port Commissioners from three to five Commissioners.

HB 2022 Relating to the powers and duties of the Sedona Lakes Municipal Utility District No. 1 of Brazoria County; providing authority to impose a tax and issue bonds; granting limited power of eminent domain.

Sedona Lakes Municipal Utility District No. 1 - Grants road making authority to a MUD created under TCEQ authority.

Relating to the creation of the Country Place Management District; providing authority to impose an assessment, impose a tax, and issue bonds.

Country Place - Creates a new Municipal Utility District (MUD) once the current Brazoria Co. MUD No. 4 is annexed in 2012. The legislation requires a public vote for the creation, taxing rate and governing board of directors for the MUD. Several public meetings and two open board meetings have been held with no opposition registered at the meetings or to the current MUD board.

Relating to the authority of the board of hospital managers of the Matagorda County Hospital District of Matagorda County, Texas, to lease district property.

Matagorda County Hospital District - Extends the term of a property, facility or equipment lease from 25 years to 99 years.

HB 4785 Relating to the powers and financing of the Brazoria County Groundwater Conservation District.

Brazoria County Groundwater Conservation District - Changes the election dates to provide for a cost savings and establishes a maximum production fee.

HB 2020 Relating to parking privileges for veterans with disabilities.

Disabled Veterans - Would allow all state disabled license plates to utilize disabled parking privileges.

HB 4009 Relating to the provisions of services to certain persons involved in, and the prosecution, punishment, and prevention or, offenses involving trafficking of persons or certain forced or sex-based labor or services, and to law enforcement training related to offenses involving that trafficking.

Victims of Human Trafficking Program - Creates a program to ensure domestic victims of human trafficking are identified and receive the necessary rehabilitation services; also establishes a grant program for those faith based and community initiatives providing services directly and indirectly to these victims. Creates a Human Trafficking Prevention Task Force, develops and conducts training for law enforcement personnel, victim service providers, and medical service providers to identify victims of human trafficking, and requires a study of the Texas Juvenile Probation Commission evaluate alternatives to the juvenile justice system for children who are accused of engaging in acts of prostitution.

HB 4103 Relating to management committees of certain nonprofit corporations.

Allows religious institutions flexibility in their management committee membership.

Budget & Taxes
  • Reduced General Revenue and General Revenue-Dedicated Funds spending by more than 1 percent for 2010-11. (SB 1)

  • Left the state’s Rainy Day Fund untouched, leaving an expected balance of at least $9.1 billion in the Fund at the end of the 2010-11 biennium.

  • Cut taxes on small businesses that are the backbone of our economy by raising the total revenue exemption to $1 million. Alleviating the burden of the state’s margin tax for the smallest of small businesses will allow them to invest in their companies, retain and create jobs, and provide the goods and services that will help revive the Texas economy. Small business helps fuel Texas’ economic engine. An estimated 40,000 small businesses are expected to benefit. (HB 4765)

  • Took steps to reduce diversions from the State Highway Fund providing an additional $378 million for road construction and maintenance, and expanded highway and debt service payment line items in the Texas Department of Transportation budget for greater transparency. (SB 1)

  • Passed important reforms to the appraisal process to help property taxpayers, including limits on what is considered a comparable sale for appraisal purposes, an expedited arbitration process, and certain restrictions on appraisal increases after a successful appeal; ensuring residential property is appraised only as a homestead; and passed other appraisal process reviews related to the practices of appraisal districts, and local options to improve the independence and quality of Appraisal Review Boards (SB 771, HB 8, HB 3611, HB 3612, HB 3613).

  • Economy & Workforce Training
  • Increased funding for the Skills Development Fund by more than $30 million to provide grants for public community or technical colleges and employers to provide customized job training in targeted industries and specialized occupations. (Total of $80 million in General Revenue)

  • Provided an additional $20 million for the Texas Enterprise Fund, providing $200 million in economic development funding to help close deals in the nation’s most successful job creation initiative.

  • Provided an additional $94 million for the Emerging Technology Fund to support Research Superiority Acquisition Awards, Commercialization Awards, and Matching Awards through the state’s institutions of higher education. (Unexpended Balance authority + $94 million = $203.5 million for 2010-11)

  • Increased funding for the state’s film incentive program from $20 million to $60 million to attract more feature film and television production projects to Texas.

  • Disaster Preparedness
  • Funded a much-needed disaster fund to enable the state to prepare for and respond to disasters and emergencies, allowing the state to better address needs in a timely manner. Provided $78.6 million – a five fold increase – in funding for disaster relief and debris removal.

  • Passed legislation that will assist first responders and residents confronted by a disaster. (HB 1831)

  • Passed necessary reforms to the Texas Windstorm Insurance Association to provide a critical safety net for property owners along the Texas coast. These reforms will, for the first time, allow the state to build a significant catastrophic reserve fund to recover from future storms. The plan provides funding for a $2.5 billion storm. . By reforming the Texas Windstorm Insurance Association (TWIA), the bill is a collaboration that is fair to ratepayers across the state while providing much needed coverage for property owners on the coast.
